get rid of rolling video image

I videotaped a dance performance in which they played a video on a screen behind the dancers. After loading the footage into Final Cut Express, I see that the background video on the screen has a rolling rainbow of colors from bottom to top. Anyone know how to remedy this and have it display normally? Thank you.
